Seven witnesses, one clipboard, and twenty minutes of bureaucratic ambiguity on a Tuesday afternoon in Bristol’s Redcliffe district.

At approximately 2:40 PM last Tuesday, a figure described as tall, robed in dark fabric, and carrying what multiple witnesses characterize as a clipboard stood outside the door of unit 4B at Ashgrove House, a residential block on Prewett Street in Bristol’s Redcliffe district. It remained there for an estimated twenty minutes. It did not knock. It did not leave a card. When the door to 4B finally opened, the figure was gone. The resident of 4B, who has asked to be identified only as Thomas, told WTC that he had been in the bath. He was not aware anyone had been waiting.

Seven people witnessed some portion of the event. Of those seven, six reported afterward that they had assumed the figure was from Bristol City Council. One resident passed it on the stairs, said good afternoon, and received no response, which she also attributed to the Council. A neighbour on the second floor, Patricia Hollis, 67, watched the figure from her doorway for the better part of its vigil and made the decision not to intervene. Her reasoning, which she explained to me twice to make sure I had it right, was this: it was holding a clipboard, it appeared to be reviewing something on it, and getting involved with Council business had caused her nothing but paperwork in 2019 and she wasn’t going to repeat that mistake.

The Clipboard Question

The clipboard is the detail I keep returning to. Every witness mentioned it. Three of them mentioned it first, before the robe, before the height, before the fact that they could not clearly see a face. A clipboard is a load-bearing object in British civic life — it confers legitimacy in a way that almost nothing else does, and whoever or whatever was standing outside 4B either knew that or arrived equipped for a different kind of accounting altogether. I have filed a public records request with Bristol City Council to determine whether any inspections, visits, or assessments were scheduled for Ashgrove House on that date. I do not expect the answer to be useful, but I want it on record.

FIELD ALERT

The resident of unit 4B, Thomas, has a follow-up appointment with his GP scheduled for the 14th. He booked it the day before the incident for an unrelated matter. He is not aware this is notable. I am not going to tell him.

I spoke with three additional residents who were home during the event but did not see the figure directly. Two reported an unusual stillness in the corridor — one described it as the feeling before a fire alarm goes off, when the building is holding its breath. The third said the hallway smelled briefly of something she couldn’t name, which she also initially attributed to the Council. I have photographed the corridor, the door to 4B, and the stairwell landing where Patricia Hollis says she stood. There is nothing anomalous in the photographs. The door to 4B is dark green and has a small brass number on it. It looks exactly like a door that someone was once very patiently waiting outside of.

I’ve had three people from the Council here in the last two years and none of them knocked either, so honestly I didn’t think much of it. In retrospect I see how that reflects on the Council.

Thomas is fine. I want to be clear about that, because it matters and because I have had to say it to him twice and to his sister once during the course of reporting this. He is fine in the way that people are fine when nothing has technically happened to them yet. He says he doesn’t believe in this sort of thing, which is a reasonable position and one I have no interest in arguing him out of. What I told him instead is that WTC will continue to monitor the situation, that he should let us know if anything changes, and that if anyone comes to his door in the next several weeks he might consider answering it promptly. He said he would. I gave him my card. I am cataloguing this at threat level Moderate, which at WTC means we have something real, we do not know what it intends, and we are watching. Ashgrove House goes on the map. The Bristol file, which I started in 2021 after a separate incident involving a canal and a pair of shoes, gets a new entry. The figure with the clipboard goes on the timeline opposite my desk, between two other things I haven’t been able to close. The space was there. It fits.
