A three-week pattern of anomalous hoofprints on Route 9 was formally documented, professionally submitted, and repaved over the next morning. The Authority has not acknowledged the petition.

The hoofprints measured between 6.2 and 6.8 inches in diameter, and they sank into the Route 9 asphalt shoulder at a depth a licensed civil engineer described in writing as "inconsistent with any registered horse breed, including draft animals at maximum load." That engineer, Miriam Osei of Osei & Partners Structural Consulting, filed those findings as part of a formal petition to the Westchester County Transit Authority on October 14th. The Transit Authority’s own maintenance log — obtained through a records request filed by this network — shows that the relevant road segment was scheduled for resurfacing at 5:45 the following morning. The work was completed by 9 a.m. The petition has received no written response.

The petition was not a fringe document. It ran to eleven pages, included photographic documentation of twenty-seven distinct impact sites, cited load-bearing soil compression data, and was co-signed by four residents of the Sleepy Hollow corridor who had independently observed and reported damage to the shoulder over a period beginning September 22nd. Twenty-six witnesses in total are on record. The pattern, Osei’s filing notes, ran consistently northbound along the shoulder between mile markers 14.2 and 17.8, three nights per week, at intervals her report describes only as "regular" and declines to speculate further on. She is, by her own account, a structural engineer, not a cryptozoologist, and she filed what the evidence gave her.

What the Authority’s Silence Communicates

I have been doing this long enough to recognize two kinds of institutional silence. The first is bureaucratic inertia — a petition lands in the wrong inbox, a supervisor is on leave, a form was filed incorrectly. That silence eventually produces a response, even if the response is a form letter explaining why no action will be taken. The second kind of silence is faster. It moves overnight. It schedules maintenance crews before the office opens. The Transit Authority’s silence in this case is the second kind, and that distinction is not a minor one.

The corridor between mile markers 14.2 and 17.8 on Route 9 runs adjacent to the northern edge of Sleepy Hollow. Residents of the area are not, historically, unacquainted with accounts of the figure known as the Headless Horseman, and several of the petition’s co-signers noted in their attached statements that they had initially declined to report what they observed precisely because of how it would read on paper. They reported it anyway. Thomas Varga, a retired postal worker who has lived on the Route 9 corridor for thirty-one years, put it this way: he stopped being embarrassed about what he’d seen around the third week, when the asphalt started showing the marks.

Osei’s photographic documentation and soil compression data remain on file with this network. Witnesses have been advised to document any recurrence immediately and to contact WTC directly. The Transit Authority does not appear to be accepting that role.

The Transit Authority’s public communications office did not respond to three separate inquiries submitted between October 15th and October 19th. The office’s voicemail system is operational. The radio on my desk has been running a slightly lower pitch than usual since the morning the resurfacing was completed. I have not established a correlation. I am noting it because I note things, and because the practice of noting things is, in this case, apparently the only documentation that will not be paved over by dawn. This network will continue to follow the Route 9 pattern. We have Osei’s photographs. We have Varga’s thirty-one years. We have twenty-six names on a petition that the Authority received, logged, and answered with asphalt. That’s the story as it stands. We’ll tell you when it moves.
