West Cork groundskeeping records document six separate instances of crews stopping, noting ‘conditions not suitable,’ and leaving. Nobody has elaborated on what the conditions were.

Between 2017 and last year, groundskeeping crews working for a West Cork municipal council logged six separate instances of a specific circular area as ‘deferred — conditions not suitable’ and continued on to the next job. No photograph. No follow-up notation. In two of those six cases, no crew member signed off on the record at all, which means either someone forgot, or someone didn’t want their name attached. I’ve been sitting with that detail for three days. So has Mr. Whiskers, who I have briefed on this extensively.

West Cork is, for those keeping a regional catalogue, exactly the kind of place this happens. The landscape has deep roots in Irish folklore, the Common Fairie has documented associations with circular boundary markers in southwestern Irish counties going back further than anyone’s been keeping tidy records, and the local relationship between official bureaucracy and unexplained ground phenomena is what I would charitably describe as ‘managed avoidance.’ Which is, apparently, also what you call it when you mow around something six times across seven years and never write down why.

The Six Rings, Ranked By How Much The Council Did Not Want To Talk About Them

Ring One — Ballydehob Verge, March 2017

The first documented instance. A crew of three logged the circular area as ‘deferred — conditions not suitable’ at 9:14 AM and resumed the adjacent route. The notation uses a pre-printed deferral code that is, according to the council’s own published code key, reserved for ‘weather, equipment failure, or access obstruction.’ It was a clear morning. The equipment completed the rest of the route without incident. One witness from a nearby property reported the crew stopped, stood near the ring for approximately two minutes, and then walked back to the vehicle without discussion.

Ring Two — Unnamed Field Margin, Skibbereen Outskirts, June 2018

No crew sign-off. This is the first of the two unsigned records. The deferral notation exists; the confirmation signature line is blank. Council records show the same crew clocked out normally at end of shift. When I submitted a records request asking whether unsigned deferrals are standard procedure, the response I received confirmed that they are not standard procedure and did not address this specific instance further. That’s a full sentence that said nothing and I am choosing to let it stand here as evidence of its own.

Ring Three — Clonakilty Park Boundary, September 2019

Two witnesses, one of whom contacted WTC directly after seeing the records request response covered in a local Facebook group. She was walking her dog near the boundary when the crew reached that section of the route. She says they stopped, one crew member pointed, and they moved on. ‘They didn’t look scared,’ she told me. ‘They looked like they already knew.’ She has since moved the dog’s walking route. The ring, she confirms, is still there and is, in her words, ‘very green.’

Ring Four — Rosscarbery Roadside Verge, April 2021

The only instance with an internal annotation beyond the standard deferral code. Typed in the notes field, apparently by whoever processed the day’s records rather than the crew on site: ‘see previous.’ There is no ‘previous’ cross-reference number. There is no linked file. ‘See previous’ implies a body of shared institutional knowledge that was apparently communicated verbally, person to person, across at least four years of crew rotations, and was never once written down. I respect the commitment. I don’t respect what it means for transparency.

Ring Five — Dunmanway Commons, August 2022

Three witnesses, two of whom are local and one of whom was visiting from Limerick and described herself as ‘not really a believer in anything, but.’ The ring at this location is reportedly the largest of the six, described by all three witnesses independently as roughly four metres across. One witness attempted to photograph it and found the resulting images blurry in a way she couldn’t explain given the lighting conditions. She sent them to me. She’s right that the lighting conditions were fine. The images are very blurry. They are currently in a folder called REAL ACTUAL EVIDENCE, which I am aware is not a rigorous filing system.

Ring Six — Bantry Road Margin, January 2024

The second unsigned record. Also the most recent. A crew worked the full Bantry Road section except for one documented stop, logged at 11:47 AM, flagged with the same deferral code as all five preceding instances. No sign-off. The record was processed and filed and sits in the council’s maintenance archive, unsigned, next to five years of identical decisions that have apparently become so routine they no longer require explanation or, apparently, a name.

I’ve submitted two records requests to the council at this point. The first produced the maintenance logs. The second asked, specifically, what ‘conditions not suitable’ means as applied to a circular area of grass on an otherwise mowable verge in dry weather. I have not received a response to the second request. All six rings remain unmowed as of the last witness contact I made before filing this piece. The council has not commented. The grass inside each ring is, according to every witness I spoke to, a noticeably deeper green than the surrounding area. Draw your own conclusions. I’ve drawn mine, and they are in a colour-coded notebook that I will be completely honest with you about: it’s the purple one, and I haven’t opened it since April.
