Thirty-one witnesses. Forty minutes in line. Zero paperwork filed. The Fresno DMV has seen worse, but not much.
At approximately 2:10 PM on Thursday, a figure described by thirty-one separate witnesses as "extremely tall," "completely white," and "not dressed for the DMV" joined the general queue at the Fresno Department of Motor Vehicles on North Blackstone Avenue. It stood there for forty minutes. It did not take a number. When it left, it did not use the door in any way that the lobby camera was able to fully capture. Staff confirmed to WTC that no ticket was issued to anyone matching the description, and that the number dispenser log showed no gaps in the sequence during that window. The entity, in other words, waited in a line it had not officially entered, for a process it did not complete, without leaving a single record that it had been there at all — except for the thirty-one people who watched it do it.
Witness accounts are consistent on the physical details: height estimated between seven and eight feet, skin described variously as "paper white," "like it was lit from the inside but not glowing, exactly," and, from one retired schoolteacher in line for a title transfer, "the color of something that has never been cold because it has never needed to be warm." She wrote that down. She brought it to us herself. The figure did not speak. It did not check a phone. It faced forward, in the direction of the counter, and waited with what multiple witnesses characterized as patience — not restlessness, not confusion. Patience. The considered kind.

Researchers familiar with the Tall Whites profile will find the behavioral pattern here worth noting, though the Fresno incident diverges from the usual operational signatures in at least one significant way: there was no apparent objective. No exchange occurred. No information was gathered that a forty-minute queue at the DMV would have been necessary to obtain. The entity waited, and then it was no longer waiting, and the line closed at 4:30 as scheduled. Whether this constitutes surveillance, rehearsal, or something that does not yet have a category, I am not prepared to say on deadline.
I made my coffee this morning and the radio was running about twelve percent lower in pitch than it was yesterday. I don’t know what that correlates to yet. I’m writing it down. The Fresno DMV has not issued a public statement. Facilities has been notified of the lobby camera footage gap. I am told they are looking into it. I have asked them to tell me what they find. I have made this request before, about other things, and I remain on record as having made it.
