Every person in the room saw the same thing at the same moment. The Dunmore County Agricultural Credit Union is not prepared to explain that.

At 2:17 p.m. on Thursday, all eleven members of the Dunmore County Agricultural Credit Union board of directors stopped speaking mid-meeting, turned their heads in eleven slightly different directions, and went silent for approximately four seconds. Then they all started talking at once. Board president Celia Drummond called the meeting to a halt at 2:19. By 2:24, she had moved to table every agenda item on the docket, including the Q3 loan portfolio review and a vote on replacing the parking lot signage. The motion passed. Nobody objected. They were not, at that moment, particularly interested in the parking lot signage.

Nineteen people were present in the second-floor conference room of the Dunmore County ACU branch on Ralston Avenue when the incident occurred — eleven board members, the credit union’s CFO, two staff members, three members of an external audit team, and one individual described in meeting minutes only as ‘the compliance observer, name to be confirmed.’ Of the nineteen, all eleven board members reported perceiving an apparition. The remaining eight reported nothing unusual, though two audit team members noted that the room’s temperature dropped briefly and that the fluorescent light over the east end of the table flickered twice. The credit union has asked that I refer to the apparition as ‘an anomalous perceptual event’ in this report. I am choosing not to do that.

What They Saw

This is the part that matters, so I’m going to be precise about it. Eleven people, seated around a twenty-two-foot conference table, each reported seeing a figure standing in the northwest corner of the room. The figure was described, independently and before board members had spoken with one another, as: pale, approximately adult height, facing toward the table rather than away from it, and ‘wrong in a way that was hard to name’ — that phrasing appearing in seven of the eleven preliminary statements without prompting. Three members reported the figure appeared to be a specific person they recognized. Those three members have declined to name who they recognized. They have also declined to say whether it was the same person. When I asked board member Roy Harcastle directly, he said, ‘I’d like to talk to my family before I answer that.’ He then excused himself from the room. He did not come back.

We have been doing quarterly reviews for eleven years. In eleven years, I have never tabled a meeting in the middle of item two on the agenda. I am tabling this meeting in the middle of item two on the agenda.

— Celia Drummond, Board President, Dunmore County Agricultural Credit Union

The phenomenon the board encountered fits the profile of what WTC has cataloged as a Crisis Apparition — a classification defined by its simultaneous perception across multiple unrelated witnesses, its apparent connection to distress or rupture at a distance, and the near-universal report that the figure appears purposeful rather than ambient. What makes Thursday’s event unusual even within that category is the scale. Eleven simultaneous percipients in a single enclosed space is not in our database. I have the database. I checked it twice on the drive to Dunmore County, and I checked it again at the diner on Route 9 where I ate dinner standing at the counter because I was in a hurry and the booth felt like it would slow me down. The closest comparable event in WTC records involved four percipients in a hospital waiting room in 2017. Eleven is new.

⚠️

FIELD ALERT

WTC is actively pursuing confirmation on whether any individual known to the three board members who reported recognizing the figure has experienced a medical emergency, accident, or death in the 48-hour window surrounding the 2:17 p.m. event. Board members have been requested to notify WTC directly if they receive relevant family or personal news. Three have declined. Two have not responded. Six have given conditional agreement, pending attorney review.

Board president Drummond’s motion to table raises a question that her own parliamentarian could not immediately answer: whether quorum is still technically valid when the basis for calling it into question is metaphysical rather than procedural. The credit union’s bylaws, which I have now read in their entirety, do not address this. The parliamentarian, a retired school principal named Dwight Foss who has held the position for four years, told me he was going to ‘look at some things tonight’ and would have a recommendation by Monday. He also told me he has served on nine boards and ‘nothing like this has ever happened, not once, not even close.’ He said this without apparent distress. He seemed, if anything, interested. I noted that. Dwight Foss may be worth following up with.

I’m not saying it wasn’t real. I’m saying I don’t know what ‘real’ means for something like that, and I’ve been thinking about it since I got home and I’m still thinking about it.

— Unnamed Board Member, speaking on background; identity withheld at source’s request

I’m staying in Dunmore County through the weekend. There’s a motel on the highway with a decent parking lot and what appears from the outside to be a functional breakfast situation, which is all I need. The credit union has not agreed to further interviews and has referred all press inquiries to their legal department, which is a firm in Portland that has not yet returned my call. The three board members who recognized the figure have not responded to my messages. Roy Harcastle, who left the room and did not return, answered his phone once at approximately 8 p.m. and said he needed more time. I told him I’d call him tomorrow. I will call him tomorrow. If you are a Dunmore County resident with information relevant to this incident — if you know any of the board members, if you have your own history with the northwest corner of that building, if you know what was supposed to happen at 2:17 p.m. on Thursday — the contact information for my field office is below, and I answer the phone.
