The Palmyra Wolves present a methodological challenge that begins with geography. Palmyra Atoll is a United States unincorporated territory with no permanent civilian population, a historically complicated ownership record, and roughly 4.6 square miles of land divided among 50 islets — most of which are difficult to reach, poorly mapped at ground level, and surrounded by water that does not encourage lingering. Whatever is there has chosen its ground well.

The Common Pixie, by contrast, has spent four centuries making itself at home in Devon, Cornwall, and Somerset — regions with pubs, OS maps, and a general population that takes a pragmatic view of the unexplained. Pixius communis is, by cryptid standards, practically a neighbour. This assessment does not assume familiarity breeds contempt. It does, however, affect the data.

Four centuries of continuous presence in a heavily populated, well-documented region is a form of resilience that the Palmyra Wolves — whatever they are — have not yet been required to demonstrate. Pixius communis has survived enclosure, industrialisation, the A30, and sustained amateur cryptozoological interest. That is a track record.

The Palmyra Wolves retain a meaningful advantage in Habitat Suitability and Threat Rating, and their inaccessibility may in time prove to be their most durable characteristic. What cannot be reached cannot be studied, and what cannot be studied cannot be officially dismissed. This assessment notes, without drawing conclusions, that the federal government’s administrative relationship with Palmyra Atoll creates conditions that are, structurally speaking, very convenient for something that does not wish to be found.

I note for the record that ranking entities with fundamentally different ontological statuses — one a possible undescribed fauna, one a classified spirit — across shared categories produces comparison without understanding, and I would have preferred two separate reports. The competitive framing serves the format more than it serves the subjects.
